Reconcile trusted candidate Test and Evaluation evidence

/v1/optimization-campaigns/{campaignId}/attempts/{attemptId}/reconcileRejects and retries failed candidates within budgets, terminates on limits or plateau, or exposes exact evidence references for Assurance.
